Plevra Plot

The Plevra plot is an amphitheatrical hillside of approximately 80,000 m² set on the coast between Agios Nikolaos and Elounda in eastern Crete, a five minute drive from the centre of each. The slope gives every future villa a birds-eye outlook over the town of Agios Nikolaos and the full sweep of Mirabello Bay, with a flat plateau at the top of the plot suited to common areas and amenities.

 

The plot sits in an area where private urban planning (PERPO) is permitted and approved by the state authorities. The process is well advanced: the initial permits are in hand, including the feasibility and environmental studies, road and traffic connection approvals, geological certification, forestry clearance and land-use certification, and the architectural study is in progress. Water, electricity and a road network are already available at the site.

 

Once the planning process is complete, the plot supports approximately 11,520 m² of buildings, plus verandas and basements, yielding a community of roughly 80 to 160 villas depending on the final architectural design. The land also supports alternative programmes, including a five-star tourism scheme or a hybrid villa-and-hotel development, giving an incoming partner flexibility on the entry point.

 

A strategic location

 

The Plevra plot lies immediately adjacent to the Elounda Hills development by Mirum Group, an €800 million luxury investment bringing the 1 Hotels & Homes brand, a yachting-grade marina and the first branded residences in Crete to the immediate area. That development repositions the surrounding land upward and brings international visibility to the precise stretch of coast on which Plevra sits. The wider Elounda micro-market is one of Greece’s most established luxury tourism clusters, anchored by Phāea Blue, Domes of Elounda, Elounda Mare, Porto Elounda and Elounda Peninsula, all within minutes of the plot.

 

The scale and profile of the project qualify it for designation as a Strategic Investment under the Greek fast-track framework (Law 4864/2021, as amended), the same status already secured by the adjacent Elounda Hills development. That designation brings accelerated, centralised permitting, long-term tax stabilisation and executive residence permits, strengthening the case for an international developer or capital partner.
